A firm protested a city's contract award for the construction of a water storage tank. The city was a secondary grantee of a Department of Housing and Urban Development State block grant. The protester complained that the city improperly rejected its low bid as nonresponsive and unreasonably determined that it was nonresponsible. GAO will not review complaints in which the Federal funds in a project are insignificant. In this case, only 25 percent of the funds involved were of Federal origin, a maximum amount of $54,000. Since the amount of Federal funds involved was so low, GAO determined that its review was not warranted. Accordingly, the complaint was dismissed.
