A firm protested any award under an Army Corps of Engineers request for proposals (RFP), contending that the specifications were deficient and that the failure to rank evaluation factors was contrary to the Defense Acquisition Regulation. The protester initially pointed out the alleged defects in a letter to the contracting officer who advised the protester by letter that no changes would be made to the RFP. The protest to GAO was untimely since it was filed more than 10 days after the protester received the agency's denial of its initial protest. Accordingly, the protest was dismissed.
