A firm protested the award of a contract to another firm under an invitation for bids issued by the General Services Administration for elevator maintenance services. The protester contended that: (1) the bid submitted by the awardee was nonresponsive because it did not include required resumes of the awardee's elevator mechanics; and (2) the awardee was not responsible because the resumes that it subsequently provided indicated that neither it nor its mechanic satisfied the experience requirements stated in the solicitation. However, the protester did not specify why it believed that the experience requirements were not met by the awardee. GAO determined that: (1) a bidder may submit resumes after bid opening because satisfaction of bidder experience requirements involves bidder responsibility, not bid responsiveness; and (2) it has no basis for questioning an agency's affirmative responsibility determination if the protester does not provide evidence of noncompliance. Accordingly, the protest was denied.
