A firm protested a Defense Logistics Agency solicitation specification for the replacement of engine parts. The protester alleged that the specification contained a restrictive profit limitation provision. GAO found the protest to be untimely because it was filed after bid closing date, and a timely protest for specification improprieties apparent prior to the bid closing date must be filed before that date. Accordingly, the protest was dismissed.
