A firm protested that certain specification requirements in a Navy invitation for bids (IFB) were unduly restrictive. Bid protest procedures require that a protest alleging improprieties in an IFB that are apparent prior to bid opening must be filed before bid opening. Since this protest was not filed by that date, it was untimely and not for consideration. Accordingly, the protest was dismissed.
