A firm protested the Bureau of Reclamation's rejection of its proposal as late under a request for technical proposals. The protester contended that its late proposal should be accepted because: (1) the firm had technically assisted the agency in the past; and (2) the rejection did not apply under the first step of a two-step procurement. GAO noted that: (1) exceptions to the submission of a late proposal were not applicable in this case; and (2) late proposal rules also govern the first-step procurement process. Accordingly, the protest was summarily denied.
