A firm protested a Navy contract award, contending that the evaluation factors specified in an amendment to the solicitation contained improprieties. Bid protest procedures require that protests based on alleged improprieties apparent on the face of a solicitation be filed prior to the bid opening date. Since this protest was not filed within that timeframe, it was untimely and not for consideration on its merits. Accordingly, the protest was dismissed.
