A firm protested an indefinite quantity contract award under a Customs Service request for proposals, alleging that: (1) there were irregularities in the procurement with the possible intent of excluding its bid; (2) the bid samples were inadequately and incompletely tested; and (3) the awardee might supply items that do not meet specifications. GAO dismissed the first two issues because the complaints were speculative and unsupported by any substantive evidence. The allegation that the awardee might supply nonconforming items is a matter of contract administration which is the responsibility of the contracting agency, not GAO. Accordingly, the protest was dismissed.
