A firm protested the General Services Administration's (GSA) inclusion of a life-cycle costing qualification program in a request for proposals. The protest was filed with GAO after the deadline for receipt of proposals; however, the protester referred to a previous timely letter that it had sent to GAO in which the firm allegedly protested the solicitation on the same basis. GAO stated that it had no record of receiving the initial letter. Therefore, the protest was untimely under bid protest procedures. Accordingly, the protest was dismissed.
