A firm protested the specifications in an Army solicitation for portable microfiche viewers, contending that the specifications were unduly restrictive. The solicitation called for front projection capability. The protester alleged that this requirement would result in a sole-source award to another firm. The protester further alleged that the Army did not provide data or references to tests supporting the requirement. GAO was not persuaded by the Army's argument that this type of projection screen is superior to others. Further, GAO held that the Army did not justify the restrictive specification, because it did not specifically show that another type of projection system would not meet its needs. Accordingly, the protest was sustained. Since the bid opening date was extended pending the outcome of the protest, corrective action was possible. GAO therefore recommended that the Army revise the solicitation.
