The awardee in two Forest Service timber sales complained that certain competitors for the sales may have colluded in the bidding process and otherwise lack integrity. Since neither of the protested firms was successful in the competition, the issues raised were academic. Further, since the issue involved the competitors' responsibility, GAO would not have reviewed the protest even if the competitors had been successful. GAO does not review affirmative responsibility determinations absent a showing of fraud or that definitive responsibility criteria have not been met. Accordingly, the protest was dismissed.
