A firm protested the Air Force's cancellation of a sole-source request for proposals (RFP) and the subsequent issuance of a competitive RFP for a cable television (CATV) franchise, contending that the cancellation of the initial RFP was improper. The Air Force stated that cancellation was necessary to revise the specifications in accordance with changes made to Air Force CATV contracting procedures that became effective during its negotiations with the protester. The protester asserted that there were no substantive differences in the specifications of the two RFP's and that it should receive the contract award under the initial solicitation. Regarding an Air Force allegation that GAO did not have jurisdictional authority over this protest since it did not involve appropriated funds, GAO noted that it does review protests involving the award of a franchise for services on a military base. However, GAO will not review protests that contracting agencies should procure on a sole-source basis, since the object of bid protest procedures is to ensure full and free competition. Accordingly, the protest was dismissed.
