An Army finance officer asked whether an Army member who performs aircrew duty, which takes him away from his permanent station for less than 10 hours, can be paid a partial per diem for meals which he is unable to take at his permanent station. The Army member in question felt that he should be paid a partial per diem for such meals because flight schedules conflicted with the dining facility hours at his permanent station. GAO stated that no per diem allowance is authorized for duty which involves round trips performed within a 10-hour period unless the member is required to procure meals at personal expense from other than a Government mess outside the limits of his permanent station. Since the member's mission was performed in less than 10 hours, and he was not required to procure meals in this manner, the claim must be denied.
