A firm protested any award of a contract to another firm under an Air Force solicitation. The protester alleged that the awardee's bid was nonresponsive because it failed to acknowledge an amendment to the solicitation. The protester, the incumbent contractor, also argued that the small difference in price between its bid and that of the awardee did not justify the expense of changing contractors. GAO held that the awardee did acknowledge the amendment to the solicitation by submitting its bid on the extended bid opening date provided for by the amendment. Further, GAO held that, because the solicitation did not include the cost of changing contractors as an evaluation factor, that cost could not be considered. Accordingly, the protest was denied.
