A small business firm requested reconsideration of a GAO decision which dismissed its protest of the Navy's determination of its nonresponsibility under a solicitation for sheet metal services. In that decision, GAO refused to review the determination because the Small Business Administration (SBA) conclusively determines the responsibility of small business bidders and SBA had found that the protester was not eligible for a Certificate of Competency because it was an agent for and not a manufacturer of the product being procured. Since the protester submitted no new evidence and made no showing of fraud or bad faith on the part of SBA officials, the prior decision was affirmed.
