[Protest of Air Force Contract Award]

A firm protested an Air Force contract award for roller bearings. The Air Force had rejected the protester's bid because it had offered Government surplus items which were unacceptable. The Air Force determined that there was no adequate method to visually inspect the surplus parts to ensure safe, reliable operation because complete historical data were not available on the items. GAO held that, since disassembly of the items for inspection purposes was unadvisable, requiring complete historical data to support a visual inspection was reasonable. Accordingly, rejection of the surplus items was proper, and the protest was denied.
