A firm requested a second reconsideration of a protest concerning a Veterans Administration solicitation that was dismissed as untimely. The protester argued that its protest was filed on time and reiterated five issues of the original protest. GAO stated that the protester did not show any error of law or present any facts not previously considered. Although bid protest procedures do provide an exception to the timeliness requirements where a protest raises an issue, not previously considered, of widespread interest to the procurement community, GAO found that the exception criteria did not apply in this case. Accordingly, the prior decisions were affirmed.
