A firm protested the award of an Army contract on the ground that the awardee failed to meet contract delivery dates. The protester contended that the awardee's failure to make the deliveries substantiated its protest to the contracting agency that the awardee was nonresponsible. GAO will not review affirmative determinations of responsibility except in limited circumstances which were not alleged by the protester in this case. GAO also stated that whether a contractor is performing in accordance with contract terms is a matter of contract administration for resolution by the contracting agency, not GAO. Accordingly, the protest was dismissed.
