A firm protested any award under an invitation for bids (IFB) issued by the Army. The protester contended that the solicitation requirement that samples be submitted with its bid was unreasonable, since the items to be provided were specially built rather than regularly manufactured. GAO would not consider the protest because, under bid protest procedures, it should have been filed prior to bid opening. Accordingly, the protest was dismissed as untimely.
