[Request for Advance Decision Concerning Paid Lunch Periods]

The Department of the Treasury asked whether it may discontinue its practice of paying certain employees for a one-half hour lunch period each work day. GAO noted that this case involved issues which would be more appropriately resolved through labor-management negotiations or through grievance and arbitration procedures. Further, the factual issues were irreconcilably in dispute within Treasury itself. Accordingly, GAO declined jurisdiction in the matter.
