A firm protested the Army's rejection of its bid for two abrasive blast cleaning machines as nonresponsive. The solicitation required each offerer to submit certain descriptive data for bid evaluation. The Army had rejected the protester's bid for reasons relating to inadequate data. GAO agreed with the Army that the bid deviated from the specifications and that a nonresponsiveness determination was required, since the bid did not clearly show that the product complied with the specifications. Accordingly, the protest was denied.
