A firm protested award of a contract to any other firm under a Defense Logistics Agency invitation for bids, alleging that the other bidders could not meet the solicitation's delivery terms. The procurement was a 100-percent small business set-aside, and the Small Business Administration (SBA) concluded that, for this procurement, the protester was not a small business. GAO will not review determinations of small business size status, because SBA has conclusive authority over such matters. Since the protester was not challenging the propriety of the small business set-aside, the protest was not for consideration on its merits. Accordingly, the protest was dismissed.
