[Protest of Sole-Source Air Force Contract Award]

A firm protested the Air Force's decision to make a sole-source contract award under a request for proposals for maintenance and emergency repair services of a temperature control and fire protection system. The protester contended that: (1) the Air Force was unwilling to compile the information necessary for conducting a competitive procurement; (2) it had successfully maintained equipment similar to the awardee's; and (3) the Air Force unreasonably assumed that inadequate performance would occur with any contractor other than the awardee. The Air Force stated that a competitive procurement would result in an unacceptable technical risk. GAO found that the protester failed to carry the burden of proving that the agency's decision not to conduct a competitive procurement was without a reasonable basis. Accordingly, the protest was denied.
