[Protest of Award of Navy Purchase Order]

A firm protested a Navy purchase order award for transmitters, contending that the award was improper because its low oral unit price was erroneously raised by the Navy in recording and that the awardee's unit price was improperly evaluated by consideration of a prompt payment discount. The agency reported that the protester orally quoted the unit price which was reiterated in its bid abstract. GAO would not question the Navy's use of the protester's higher price, because the protester failed to prove its case in this matter of conflicting statements. Since the Navy evaluated prompt payment discounts in accordance with Defense Acquisition Regulations, GAO had no basis to object to the Navy's evaluation of the awardee's prompt payment discount. Accordingly, the protest was denied.
