A small business protested any award under a solicitation issued by the Department of the Interior. The firm's offer was rejected as nonresponsible and the matter was referred to the Small Business Administration (SBA). SBA has conclusive authority to determine a small business firm's responsibility by issuing or refusing to issue a Certificate of Competency. Since GAO had no jurisdiction over the matter, the protest was dismissed.
