A firm protested the Army's elimination of its proposal from the competitive range under a solicitation for the manufacture of water purification units. The firm filed its protest in an untimely manner and asked that its lateness be excused because it was waiting for a requested debriefing from the Army which it had not yet received. GAO held that, since the protester already knew the bases of the agency's decision, its delay in filing the protest could not be excused. Accordingly, the protest was dismissed.
