A corporation protested several contract awards to a university's geological observatory by the U.S. Geological Survey. The protest was filed "in the interest and the name of the people of the United States." Bid protest procedures require that the protester meet the criterion of an interested party, where the asserted interest is established and direct. GAO stated that the protester did not meet the requisite direct interest in the awards. Accordingly, the protest was dismissed.
