A firm protested a change in the specifications under an invitation for bids (IFB) issued by the Air Force. The protester contended that the Air Force improperly inflated workload requirements by adding workload in one area without reducing workload in other areas. The protest was filed 11 days after the opening of bids. GAO stated that the protest was untimely because, under bid protest procedures, protests based on alleged defects in an IFB should be filed prior to bid opening. Accordingly, the protest was dismissed.
