[Protest of Navy Contract Award]

A firm protested any contract award under a Navy solicitation, contending that the procurement should have been formally advertised rather than negotiated. Bid protest procedures require that protests of solicitation deficiencies which are apparent on the face of the solicitation be filed before the closing date for receipt of initial proposals. Since this protest was not received within this timeframe, it was untimely and GAO would not consider it on the merits. Accordingly, the protest was dismissed.
