A firm protested a Defense Logistics Agency contract award contending that the awardee was not capable of meeting the contract requirements and that it therefore was not a responsible bidder. GAO does not review protests against affirmative determinations of responsibility absent an allegation of fraud on the part of the contracting officer or that the solicitation contains definitive responsibility criteria which allegedly have not been applied. Since such allegations were not made in this case, the protest was dismissed.
