An authorized certifying officer with the National Park Service requested an advance decision concerning an employee's claim for reimbursement of lodging expenses incurred when he arrived at his temporary duty location on the evening prior to the start of the assignment. GAO held that, since his plan was to begin work in the morning and it was an 8-hour drive to his temporary duty station, the expenses in question were incident to official duty and could be reimbursed in accordance with the applicable provisions of the Federal Travel Regulations. Accordingly, the voucher, if otherwise correct, may be submitted for payment.
