A firm protested any award of an Air Force contract to either of the two lowest bidders under and invitation for bids for medical housekeeping services. The protester alleged that the two bids contained discrepancies between unit and extended prices and were therefore ambiguous. Bid protest procedures require that a protest of this type be filed within 10 working days after the basis for protest was known or should have been known, whichever is earlier. In this case, the protester's letter to GAO referenced a previous protest letter dated 6 weeks earlier which was allegedly mailed to, but never received by, GAO. Clearly then, the protester knew the basis for protest at least 6 weeks prior to the date that GAO received its protest. Since the firm's protest was not filed within the proper timeframe, it was dismissed as untimely.
