A firm protested an Army Corps of Engineers decision to permit another firm to correct a mistake in its low bid for the excavation and construction of a diversion channel. The bid acceptance extension period had been extended a number of times to permit the Corps to consider the low bidder's claim and GAO to consider the protest against the claim. After the Corps' most recent request for an extension, the protester indicated to the Corps that it would extend the bid acceptance period, but conditioned its extension upon escalation of its price. GAO held that bidders are not permitted to revise their bid prices when granting a bid extension, because this is equivalent to submitting a second bid after bid opening. GAO held that, since the protester refused to extend the bid as originally submitted, it was not eligible to receive the contract award and was no longer eligible to maintain its protest. Accordingly, the protest was dismissed.
