A firm protested an Air Force contract award under an invitation for bids which was a small business set-aside. The protester contended that the awardee was nonresponsible because it had submitted an affidavit to the procuring agency that it had no affiliation when, in fact, it was affiliated with another firm. The question of the integrity of the awardee is a decision for the contracting officials to make in determining the firm's responsibility. GAO will not review an affirmative determination of responsibility unless there is a showing of possible fraud or bad faith on the part of procuring officials or the solicitation contains definitive responsibility criteria which have allegedly not been applied. Neither circumstance was shown in this case. Accordingly, the protest was dismissed.
