A firm requested reconsideration of a GAO decision which denied its protest of the rejection of its late technical proposal. GAO denied the protest since the reason cited by the protester as its basis for submitting a late proposal was not within the exceptions provided for by the late proposals clause in the solicitation. The protester contended that the summary denial of its proposal was inappropriate because the contracting agency failed to establish a clear and unambiguous due date for the technical proposal. GAO disagreed and found that the amendments furnished with the protest clearly established the due date. The protester failed to establish that the prior decision was based on an erroneous interpretation of either fact or law; accordingly, the prior decision was sustained.
