Two firms protested the award of a contract which was issued under a request for proposals issued by the Navy. The protesters argued that the awardee could not perform the contract. GAO held that the awardee's ability to perform the contract concerned the firm's responsibility and, unless there is a showing of fraud or bad faith on the part of procuring officials or proof that responsibility criteria were not applied, GAO does not review such protests. Since neither exception was applicable here, the protests were dismissed.
