A firm protested a solicitation by the Navy for grounds maintenance, which provided a 5-day period after bid opening for review of cost data to determine whether the services should be performed in-house or contracted out. The firm contended that the cost data to be so utilized were unrealistically low. GAO stated that interested parties may file a written request for review of cost comparison results with the agency's contracting officer within 5 days. The firm did not follow that procedure. Accordingly, the protest was dismissed.
