A firm protested the propriety of certain provisions of a solicitation issued by the General Service Administration for advertising services. Bid protest procedures provide that a protest challenging alleged improprieties in a solicitation, which are apparent before the closing date for receipt of initial proposals, must be filed before that date. Since the protester did not file its protest with GAO before that date, the protest was untimely and not for consideration. Accordingly, the protest was dismissed.
