A firm requested reconsideration of a decision which denied its protest concerning the proposed award of a contract under a small business set-aside issued by the Defense Logistics Agency. The protester alleged that the awardee planned to secure dyeing and finishing services from a firm which was not a small business and, therefore, the awardee did not qualify as a small business concern with respect to the procurement. The protest was dismissed on the basis that the Small Business Administration conclusively determines size status for Federal procurements, and GAO will not review such matters. In its request, the protester contended that it had additional evidence that the awardee's supplier was not a small business concern. However, because GAO does not review small business size status, the additional evidence was irrelevant. Since the protester had not established that the prior decision was based on an error of fact or law, the prior decision was affirmed.
