[Protest of Bid Rejection Alleging Improper Cost Comparison]

A firm protested the rejection of the bid it submitted in response to a Navy invitation for bids. The Navy issued the solicitation to determine whether to perform guard services in-house or to obtain those services by contract. It used Office of Management and Budget (OMB) guidelines to make the evaluation. The protester claimed that the cost comparison was performed improperly. Although GAO reviews OMB cost evaluations, it will not consider such protests until the contracting agency's administrative procedure for cost comparison review has been exhausted. There was no indication that the protester had exhausted all available remedies. Accordingly, the protest was dismissed.
