Protest of Exclusion From Competitive Range

A firm protested the Defense Logistics Agency's (DLA) exclusion from the competitive range of its proposal to provide investigative services. The protester's bid was the lowest price proposal submitted; however, after the technical evaluation, DLA determined that the proposal was not within the competitive range. GAO has held that it will not disturb an agency's decision as to whether a proposal is within the competitive range absent a showing of unreasonableness, arbitrary use of discretion, or violation of procurement statutes and regulations. Further, the protester failed to satisfy the mandatory experience requirements. Accordingly, the protest was denied.
