A proposed subcontractor protested the rejection of the contractor's bid under an invitation for bids issued by the Navy. The bid was rejected because some of the equipment it proposed did not meet solicitation requirements. The protester contended that the specifications were not controlling because they deviated from Federal criteria. Under bid protest procedures, protests based on alleged improprieties in a solicitation which are apparent prior to bid opening must be filed before then. Since the protester's bid was filed after bid opening, it was untimely. Accordingly, the protest was dismissed.
