A firm protested the award by the Army of a contract for packing and crating services. The protester contended that the award was improper because the awardee lacked the necessary trucks, personnel, and storage facilities required in the solicitation. GAO does not review protests involving affirmative determinations of responsibility absent an allegation of fraud on the part of the procuring officials or an allegation that the procuring agency has failed to apply definitive responsibility criteria set out in the solicitation. Since neither was alleged in this case, the protest was dismissed.
