A firm protested the Department of Commerce's award to another company of a contract for software programs. The protester's complaint was that it never received a copy of the solicitation and was improperly excluded from competition. However, the protester did not file its complaint with GAO within 10 working days after learning that the contract had been awarded to another company. Therefore, according to bid protest procedures, the protest was untimely filed. Accordingly, the protest was dismissed.
