A firm requested reconsideration of a prior decision which dismissed its protest as untimely, because it had not been filed within 10 days of the initial adverse agency action. In its request, the protester continued to maintain that timeliness should be determined from the date on which it received a reply to its protest from the General Services Administration. GAO concluded that, since all prospective bidders had notice of the amended bid opening date, the protester should have filed its protest within 10 days of that date because this constituted the initial adverse agency action to the firm's protest. Since the firm did not submit any facts, arguments, or points of law that had not been previously considered, GAO concluded that there was no basis for a reconsideration of the protest.
