A firm protested the Army's award of a contract for the replacement of plumbing, heating, and window screens. The protester contended that the contractor planned to use plumbing fixtures which did not satisfy the contract specifications and conditions. When an awardee does not meet specifications, the contract may be terminated for default. However, this is a matter of contract administration and not for GAO review. Accordingly, the protest was dismissed.
