A firm protested the award of a contract on the grounds that neither of the awardees was a small business concern as required by the invitation for bids. GAO would not consider the protest since the Small Business Administration is empowered to conclusively determine matters of small business size status for Federal procurement purposes. Accordingly, the protest was dismissed.
