A university protested the rejection of its proposal by the National Institute on Drug Abuse (NIDA). The proposal was rejected as being late because it was not received until 3 days after the date established for the receipt of initial proposals. The protester argued that the proposal was late due to Government mishandling after its delivery to the NIDA facility. Under bid protest procedures, a protest must be filed with GAO within 10 days of the protester's knowledge of the initial adverse action on the part of the agency. Since the university did not meet this deadline, its protest was dismissed as being untimely.
