A company protested the proposed award of a contract on a sole-source basis by the Department of the Army. The protest was filed almost 1 month after the protester was notified of the agency's intent to procure on a sole-source basis. Bid protest procedures require that a bid protest must be filed within 10 working days of actual or constructive knowledge of initial adverse agency action. Therefore, the protest was untimely and was dismissed.
