A firm requested review of a settlement action taken by the General Services Administration (GSA) relating to two shipments of freight. The firm presented two claims to GSA for additional allowances for transportation. GSA disallowed these claims. The parties disagreed on the applicable truckload rate due to a dispute created by a revised rate schedule. Horizontal lines were inadvertently added to the revised rate schedule. The lines caused the protester to contend that it was entitled to the rate appearing on the same line as the destination point. GSA held that only the weight and minimum rates should be read together and that all are applicable to each destination. The protester cited numerous court and administrative decisions which stated that the carrier was required to assess charges based on the rates as published. GAO disagreed because it was clear that the firm's interpretation of the new rate schedule was unreasonable. GAO held that the addition of lines to the new schedule were of no legal effect. The settlement action by GSA was sustained.
